Mr. Chairman & Gentlemen,

In accordance with instructions received from your Water Committee I have prepared Plans and Estimates for a Water Scheme, for your District, comprising the existing supplies Known as Manor Farm (augmented by a new spring) and Upper Town which will be overhauled (including renewal and enlargement of existing mains)in addition it is proposed to utilize the Boiling Pot Spring and for that purpose a Reservoir will be constructed and distribution mains laid. In carrying out of the Scheme 3" Cast Iron Pipes will be used laid at a depth of S feet also necessary Taps, Sluice Valves, Air Valves, Hydrants and Fire Cocks will be fixed. With the Scheme completed practically every house in the parish (except those at Horsedale, Town End Farm Herbert Lodge and Hamlet of Slaley, which have other sources of supply) will be brought within reasonable reach of a continuous supply of water from the Town's Main which will be laid in Roadway through all the principal parts of the District.

I will new deal with the three sources of supply separately

(1) UPPER TOWN
Reservoir floor level 890 feet above Ordnance Datum. The great advantage of this supply is its elevation being so situated as to supply by gravitation every house in this elevated part of the District.

The yield of the spring varies considerable varying from 3,600 to 23,2OO gallons per day but taking 3,600 gallons as the minimum it is more than ample for its requirements. At present 44 houses are supplied from this source and under the scheme now suggested 10 additional houses will be added thus giving a supply of 101/2 gallons per head per day taking four persons per house 12 gallons per head is a fair allowance for a Rural District.

The existing Works comprise a Collecting Chamber and Reservoir (capacity 7,000 gallons) which are substantially constructed but require the floor and inside walls to be floated in cement as considerable leakage takes place. Iron Ventilators and proper Manhole Covers to Reservoir and Collecting Chamber require providing. The whole to be fenced in.

The present supply mains are 2" diameter (but are not in good condition) they extend to The Bank and Upper Town Lane; it is proposed to lift said mains and relay with 3" Cast Iron Pipes also extend same from The Bank to beyond Wesleyan Ohapel at Dale Top a distance of 290 yards - 3 Sluice Valves, 1 Air Valve,2 Hydrants and Fire Cocks and 3 Taps require to be provided.

The Existing Works and Mains are shewn on Plan and coloured "Green" the proposed extension of main is shewn by a "Green dot and dash" line. I estimate the cost of this Section of Scheme at £275.

(2) MANOR FARM.
Reservoir Floor level 770 feet above Ordnance Datum.

This is the principal source of supply at the present time supplying as it does 150 Houses (say half the population) it comprises several springs, the principal spring from Jenkinson's Farm is exposed to pollution for a distance of 250 yards before enterlng intake pipe to collecting chamber. I condemn this spring and have decided to divert it from entering reservoir and to substitute same with a new spring found in J. Buxton's field which I guaged to yield 2880 gallons per day.

The Existing Works comprise a Collecting Chamber, Filter Bed and Reservoir, the whole are well constructed but through lack of attention are becoming dilapidated, such dilapidations could be made good at the expense of a few pounds. The Filter Bed is too small for its present requlrements but under the Scheme now proposed would serve its purpose as the water to be utilized is free from pollution. Ventilators to Reservoir should be provided and the whole of the Works properly fenced in to prevent pollution from cattle.

The present inflow from pure springs I guaged at 9,000 gallons per day which with the yield of new spring (2880 gallons per day) gives a total of 11,880 gallons per day - As already stated 150 houses are supplied from this source and in the proposed scheme nearly 20 more will be added say 170 in all or 680 persons giving an allowance of 171/2 gallons per head which is more than ample.

The Spring in Buxton's Land will be conveyed from a new Collecting Chamber at source through F.Brown's and Jenkinson's Fields in open jointed 6" sanitary ware pipes, laid at a depth of 3 feet as the ground in several places is saturated with water no doubt an increased supply will be gathered on route to proposed new Intake Chamber shewn on plan.

The present supply main are 3" diameter which I believe are in good condition, laid along Road going via Town Head and The Cross to bottom of Yeoman Street and along Town End as far as Ember Lane. A 1" service is laid from bottom of Yeoman Street to Cascades and Nether Green House this service can be done away with and connections made from new main which it is proposed to extend from bottom of Yeoman Street down Clatterway to the junction of road to Hollow Brook providing a branch to Knowles Lane and a tap at the Green en route thence continued by Hollow Brook to Holly Finis and thence down the path to Pig of Lead and Hollin's Mili said extension measures 960 yards.
In all two Sluice Valves,1 Check Valve, 1 Air Valve,3 Hydrants and fire Cocks, and seven taps require to be provided.
The Existing Works and Mains are shewn on plan and coloured "Blue" the proposed extension of main is shewn by a "Blue dot and dash" line.
I estimate the cost of this Section of Scheme at £255.

BOILING POT.

This Spring at present is practically running to waste and it is proposed to utilize it for the supply of Houses on Puddle Hill, Arter Hill, and a few houses near Dale Top.
The level of the spring is 770 feet above Ordnance Datum and 9 feet below ground level of the field where site of Reservoir must be fixed. The yield I guaged at 26,000 gallons per day, as only 50 houses or a population of 200 persons will be supplied from this source a very small proportion say l/7th of the yield will be used.

It is proposed to construct a Reservoir 20'.0" x 12'.0"x 5'.6" (which capacity would hold 8,000 gallons) necessary Collecting, Valve, Overflow and Washout Chambers as per plans herewith submitted. The whole of the Walls and floor of Reservoir will be of Concrete floated in cement, the roof will be arched with Concrete on l0"x 6" girders.
The supply main to be 3" diameter and laid from Reservoir to Arter Hill with branch to Puddle Hill and also a branch in the direction of Dale Top.
In all 770 yards of mains with 3 Sluice Valves,1 Air Valve, 3 Hydrants and Fire Cocks, and 6 Taps.
I estimate the cost of this section of Scheme at £275.

SCHEME GENERALLY. In all 274 of a total of 330 houses within the parish will receive a supply from the Town's Main - each house being assured of an abundant supply of pure water, if necessary each of those houses may have with little cost to owners the water connected to Sinks, Water Closets, Lavatories etc as in nearly every case the Water Main passes on Road close to the Houses.

Note- No allowance is made for Easements and Legal Expenses. In comparison with previous Scheme the cost is £225 less which is principally accounted for through there being 1350 yards less of Cast Iron mains provided.

GENERAL.
When the Council make application to the Local Government Board to hold an Inquiry for sanction to borrow money for the Scheme the amount asked for should be more than ample to cover oost of Scheme inclusive of any Easements and Rights to be acqulred also all Legal and other expenses. Any surplus of Loan left after completion of works can readily be repaid but in the event of the Loan not meeting the expenditure difflculties arise in borrowing any additional sum however small.
